[目的/意义]提出和构建网络舆情衍进指数，以描述网络舆情演化过程中常衍生出新的子话题的现象，对于舆情预警、预测具有重要的理论及实践意义。[方法/过程]以文本聚类结果和文本聚类有效性为依据，提出网络舆情衍进的判别标准和舆情衍进指数的构建过程，并以"教科书老赖"这一事件作为样本数据进行实证分析。[结果/结论]所构建的舆情衍进速率指数可以用于描述舆情衍进。在突发期阶段话题舆情衍进指数最高，此后逐渐下降，这一阶段的舆情衍进最为剧烈，子话题的出现呈现爆发性增长；舆情衍进指数在舆情蔓延期内出现阶梯式下降，此后保持为负值，舆情的子话题开始逐渐减少，舆情内容本身由发散转为收敛；进入消散期后，子话题数量趋于稳定。作为舆情衍进速率的测度和舆情衍进的判别方式，舆情衍进指数为舆情监管和舆情预警提供了全新的角度。  相似文献

[目的/意义]高校图书馆的核心价值首先是服务与需求保持高度一致。研究如何扬长避短、契合需求、多元化、多方位实施专利服务，对高校图书馆提高服务绩效、彰显使命担当具有重要意义。[方法/过程]在分析用户需求及服务设计的基础上，以山东理工大学知识产权信息服务中心专利服务实践为例，从普及与提高相结合的专利素质教育、有所为有所不为的专利科研服务、面向产学研政的情报分析与决策支持服务三个维度，探讨高校图书馆的专利服务定位、服务内容以及服务模式。[结果/结论]"高质量满足用户需求"是高校图书馆专利服务工作的着力点。图书馆要有效开展专利服务工作，合理定位是准绳，专业人才是支撑，专利教育是重点，有效机制是保障。  相似文献

Jiangsu province has actively responded to the call of the Party and the state of building China into a country of strong “sports power” and “cultural power”，through an all-round effort in the sectors of sports material culture，sports spiritual culture，sports system culture and sports behavior culture. Jiangsu has improved the sports organization mechanism，ensured the sports public services，inherited folk sports culture，riched sports event culture and promoted high-quality sports culture.In an effort to build a province of renowned sports culture，we have seized the opportunities，taken sports culture as a starting point，and developed a strong sports culture in Jiangsu on all fronts，the experience of which is of reference value to the development of advanced sports power in other provinces and our nation.This paper adopts the methods of document review，logical analysis and investigation，re-generalizes the connotation and standard of a province of strong sports culture on the basis of the existing research results，and discusses the construction and development practice of Jiangsu’s development of sports culture and its further construction path.  相似文献

[目的/意义]当前，国内引文数据库建设已经初具规模，但现有的引文知识服务系统不能很好地揭示引文之间的结构或关系，给引文的获取、共享和利用带来一定困难。[方法/过程]以引文数据作为研究对象，对所涉及的各种知识进行获取和整理，探讨引文之间的语义关系，构建科研人员本体和引文知识本体两个本体，设计并初步实现引文知识服务原型系统。[结果/结论]对基于本体的引文知识服务原型系统构建进行验证，实验结果表明，基于本体的引文知识服务原型系统基本实现预定的目标与功能。  相似文献

[目的/意义]网络舆情传播意愿的形成是网民的一种心理活动，与心理距离密不可分。了解影响网络舆情传播意愿的主要因素，有助于监督管控部门更加卓有成效地对网络舆情进行预警和治理。[方法/过程]通过对心理距离理论的深层次剖析，对其构成进行阐述，并从时间距离、空间距离、社会距离、概率4个维度出发，做出系列理论假设，利用调查问卷法和最优尺度回归分析法，识别出主要影响因素及其重要程度。[结果/结论]最终归纳出7个影响网民改变其自身传播意愿的主要因素，即报道时间、家乡相关、向往地相关、生活相关、亲戚朋友发布、媒体官方发布、企业官方发布，从这7个影响因素出发监控舆情，可以帮助舆情管控部门更有针对性地掌控舆情的传播方向。  相似文献   

No public value without a valued public

This study aims to enlighten the controversial discussion about the term public value in an innovative way. Instead of normative pronouncements and paternalistic posits, this study combines a theoretical, literature-based conception with an empirical quantitative approach. For this, the key term, public value, is split into its constituent parts of customer value and citizen value and is transformed into measurable attributes. By means of a choice-based conjoint analysis on panel data for Germany and the United Kingdom, we explore which performance attributes of public service broadcasters are the most important. Based on the results, we create a conception of public value from the perspective of the license fee payers as the main stakeholder of public service broadcasters. Our findings may unlock existing potential to increase our understanding of what is meant by the term public value.  相似文献

政府数据开放中的公众参与模式:理论构建与案例实证

[目的/意义] 探讨政府数据开放中公众参与的理论模式，旨在指导政府部门有效实现公众参与数据开放的政策目标，以及推进政府数据开放中公众参与议题的研究进展。[方法/过程] 采用文献分析法、逻辑分析法和案例分析法，同时以公众参与阶梯理论作为分析工具，构建并实证政府数据开放中的公众参与模式。[结果/结论] 政府数据开放中的公众参与可从理论层面构建为告知型参与、咨询型参与、合作型参与和授权型参与4种模式，其核心涵义分别是政府向公众传达信息、政府咨询公众意见、政府与公众平等合作、政府与公众共同治理。这4种政府数据开放公众参与理论模式一方面在政府意图、主导力量、信息流动、公众信息知晓度和公众自治程度方面存在明显的特征差异，另一方面从国内外政府数据开放公众参与实践案例中获得良好的经验支持。  相似文献   

Audience management,online turbulence and lurking in social networking services: A transactional process of stress perspective

In social networking services (SNSs), users’ unclear understanding of the large and invisible audience increases the chances of online turbulence, which is a key source of SNS-induced stress. This growing phenomenon has gained increasing attention in academia and industry due to the undesirable consequences for users and SNS platforms. In this study, we draw from the transactional model of stress to examine how audience management strategies impact online turbulence and lead to neglected unintended audience concern and lurking. We also investigate the role of self-monitoring as a stress inhibitor. We test our model with data collected from 301 SNS users. The results show that the four types of audience management strategies have different effects on online turbulence, which significantly impacts neglected unintended audience concern especially when users have high self-monitoring skills. We believe that this work contributes, both from scientific and practical standpoints, to the understanding of the interventions and stressful responses of online turbulence in SNSs.  相似文献
